Chief Executive Officer

An accomplished healthcare professional with 22 years of experience in the industry, Joe has served as the chief executive officer for over four years. With experiences as a marketing director and a respiratory therapist, Joe brings a variety of knowledge encompassing all aspects of patient care, business development and operations. Joe’s sharp focus on patient satisfaction and quality outcomes greatly impact the post-acute care environment of HealthSouth in the Abilene market. Joe earned a bachelor’s degree in applied studies from Abilene Christian University.

Kelli Freeman

Kelli Freeman

Director of Marketing Operations

Kelli joined HealthSouth in 2014 with more than 10 years of sales and marketing experience as a clinical liaison for HealthSouth Rehabilitation Hospital of Midland/Odessa. A native of Hawley, Texas, she returned to Abilene in November 2015, to serve as the director of marketing operations. Kelli is an LVN and enjoys spending time with her family and especially her granddaughter, Averie.

Tina Howeth

Director of Quality/Risk

Tina Howeth is the director of quality/risk management at HealthSouth Abilene. She brings more than 10 years of nursing and leadership experience and she is a graduate of Cisco Junior College. Tina and her team are passionate about quality outcomes, process improvement and serving our patients with professionalism, dignity and respect.  

Miles Huelar

Miles Huelar

Chief Nursing Officer

Miles earned a Bachelor of Science in nursing from Central Philippine University. He has worked in various nursing disciplines in Texas and New Hampshire. A registered nurse for more than 24 years, Miles has held staff and management positions in critical care, oncology, hospice, medical-surgical units and employee health. He has successfully served as the chief nursing officer for the last six years. 


Vivian Irwin

Vivian Irwin

Area Controller

Vivian Irwin joins HealthSouth of Abilene as the area controller, she is also controller in Midland, Texas since April 2013. She has eleven years of experience in rehabilitation at both the hospital and corporate levels. Her experience includes 20+ years in finance and accounting, including previous positions as a chief financial officer, staff accountant and financial analyst. Vivian has a bachelor’s degree in business administration with a focus in business computer systems from New Mexico State University. She is a New Mexico native and is married and has two children. In her spare time, Vivian enjoys the outdoors, sporting events and spending time with her family. 

Leslie Jackson

Director of Case Management

Leslie Jackson is the director of case management at HealthSouth Abilene.  A graduate of the University of Texas at Austin, she has more than ten years of experience as a registered nurse. Leslie has two daughters and enjoys art, travel and spending time with family in her free time.

Robert Krackenfels

Robert Krackenfels

Director of Plant Operations

Robert brings more than 18 years of professional experience ranging from acute and long term care facilities to operating as a master inspector for many years. Proficient in both local and state agency guidelines, Robert has played a major role in leading companies to successful Joint Commission accreditations.  Robert has been a resident in the Abilene area for more than 38 years and has made numerous contributions throughout the community.

Jasmine McCabe-Gossett

Jasmine McCabe-Gossett

Director of Human Resources

With nearly ten years of human resources experience ranging in academic, government and healthcare industries, Jasmine now serves as the human resources director for HealthSouth Rehabilitation Hospital of Abilene. She specializes in leadership development, talent acquisition and retention, and process development and improvement. Jasmine earned a master’s degree in Business Administration from Texas Tech University and a bachelor's degree of business administration in human resource management from Abilene Christian University. 

Luke Palmer

Luke Palmer

Director of Therapy Operations

Luke brings five years of experience in the field of physical therapy and has worked in inpatient rehabilitation, home health and long term care; providing care to a variety of ages and diagnoses of patients. Luke earned his doctorate degree in physical therapy from Hardin-Simmons University, as well as his Bachelor of Arts degree in biology. Luke strives to promote a therapy community that utilizes quality care and evidenced-based techniques to improve patient outcomes. 

Amber Shifflett

PPS Coordinator

Amber is a registered nurse with more than 10 years experience in the medical field and a background in finance. As the PPS coordinator, she comes to HealthSouth with experience from many specialty areas such as ICU, labor and delivery, and general medical surgical floors. She is a native of west Texas, so she enjoys spending time at the football field with her two sons. Amber is committed to treating patients as if they were her own family, and strives to help them reach their goals and the best possible outcomes for a better quality of life.
